Texas Drifter: Citizen Investigation Surveillance
Marshall’s Law Dateline - Continuing part of citizen investigation series. Why train citizen investigators for Nuremberg type American domestic war crimes trials? One answer, provide patriots alternative to justified or not hate motivated revenge; in return for punishment for guilty with due process justice for casualties of Obama’s and Obama’s Republicans’ unconstitutional seemingly fascist crimes.
One of first objectives for citizen investigator using surveillance is to learn to think like bad guy/s being targeted. Why helps citizen investigator anticipate bad guy/s actions and reactions.
Surveillance can range from up close and personal to between short and long range distances.
Definition of surveillance is close watch over someone or something.
Surveillance personnel take assignments to collect information about individuals or their actions. Professionals if they are to be cost effective and efficient need to react to and solve real problems, not memories of past problems. A technique for making one productive is to manage existing resources within existing conditions.
Surveillance or undercover type operations require being aware of personal security considerations. The first need is to understand what personal objectives include. Personal security involves the following: (I) infiltration of target space or peer group; (2) monitor or interact to gather information; (3) disrupt target’s internal operations; (4) neutralize problem behavior; (5) maintain cover for an indefinite basis.
Some available self defense’ tactics include the following: (l) try to avoid detection or exposure; (2) blend in with surroundings, this is commonly known as social camouflage; (3) mislead target with decoys or false information; (4) recruit reliable crossover sources, (some in the old days called these types of individuals double agents); and (5) avoid “one too many questions”.
Social camouflage can be as simple as knowing that in some communities, only “outsiders” use vehicle turn signals at intersections. Increase your chances of remaining undetected by identifying and using subtle target community habits.
The objectives and the tactics can blend in the following manner, disrupting targets internal operations can produce crossover sources making it
easier to neutralize problem behavior.
One talent essential for success is being able to separate appearance from reality. Citizen investigation surveillance managers conduct three types of operations: collecting intelligence, finding information and locating people.
Successful security requires recognizing diversionary images. Operations security strategy or tactics should be guided by practical reality not idealism which influences individual consciences. You get paid to provide loyal quality cost effective services for client or citizen investigator’s principles, not save the world from sin.
One operations security management style includes the control events system. Some of the time segments of this management cycle are:
* anticipate details
* plan operations
* implement activities
- react
- avoid
- ignore
- prevent
- resolve
* adjust, and
* anticipate details (start process over).
When professionals realize their capabilities have been over extended, one of three strategies should be considered. First, maintain position and wait for resources to catch up. Second, consolidate and build down to meet in route resources. Three, total withdraw.
Over extending operations security resources should be the exception, and not standard procedure. Resolving unnecessary risks are the sign of poor planning or training; not excessive courage or intelligence.
Up close and personal surveillance like personality seduction can be used to obtain information, and should never fulfill the agent’s emotional or physical needs. The goal of personality seduction is to get the target to voluntarily want to please or help the agent.
The agent generates this target attitude by subtlety becoming the target’s best friend and/or very rarely target’s lover. Personality seduction requires the agent to think like the bait this tactic requires them to be.
Surveillance operatives must never ever lose physical, mental, or emotional control of intimate situations; doing so, might get your throat cut.
Mental discipline is crucial when being involved in either of these circumstances. Control in this situation requires being able to engage in intimate activity and not being distracted by any of events that may or may not occur during that relationship.
Successful personality seduction requires being able to manipulate the target’s entire personality, not just physical needs. Personality seduction rarely involves sexual intimacy. If it does; in this business, expedient caution is the constant rule.
Be reminded, this means that going back for “unnecessary seconds” is inappropriate. Synthetic emotional love when needed, improves the productivity of personality seduction when used as tool in the investigative process.
Seduction like other investigation tools needs to be approved in advance by the client’s attorney. This activity’s goal should be limited to gathering leads, not information to be introduced as evidence in court.
Sample Surveillance Outline
1. Cover story with believable consistent pretext message details
2. Purpose of surveillance (list objectives)
3. Attitudes: like hunting do not get caught
4. Some legal issues for avoiding civil liability are:
A) target behavior should not be induced
B) target’s expectation of privacy
C) non-obtrusive activities
D) activities require reasonable time limits
E) applicable consent recording laws – no bugs or taps
F) activities not conducted during criminal conduct (example – trespassing)
5. Documentation process: memory or physical
6. Type of surveillance: fixed or moving
7. Equipment operation: human or mechanical
8. Equipment and Accessories: audio - visual
9. Surveillance range: personal; close, medium, long
10. Surveillance Equipment results: collected by agent or sent to remote location
11. Camouflage techniques: physical – social
12. Pre-surveillance scouting report used: yes or no
13. Security Concerns: internal; access; counter surveillance equipment; external threats; exit
14. Communications equipment agent to base (perhaps most important)
15. Potential problems
When using these tactics, non-traceable staff and special security requirements should be used. Consider few thoughts about on scene violence. First citizen investigator gets paid to covertly collect information, not shoot up the neighborhood.
Concerning the use of force unfortunately many movies, books, and TV shows have tended to glamorize violence in the intelligence industry. Violence attracts attention and has very limited place in private intelligence industry.
There are several considerations which fall under the category of security: personal security; premises security; communications security (broken down into personal, electronic, paper, and internet); quality of intelligence; loyalty of employees; timely correct decisions; and a little superstition (you don’t necessarily need good luck; rather just don’t want any bad luck). Finally, one good memory in case timing is off on a high-risk operation.
Always use simple security techniques. Force should be used only as a defensive option to prevent a life threatening or potential injury situation. There are no second places, only winners and losers in scenarios requiring lethal force.
If the working environment requires defensive snipers for surveillance teams, then provide defensive snipers with spotters for surveillance teams.
Professionals are not paid to make moral evaluations about other people’s behavior. Everyone survives, gets by, or makes a living the best way they can; some take short cuts, while the majority play by most of the rules. It is important to size up all the players.
There are generally four groups of concern: those on your side, those on the other side, those not involved, and/or the non players commonly called “civilians.” Professionals extend their extreme duty attitude to every single assignment, and every single assignment task.
The instructor knew a retiree who after managing complex and high-risk assignments for over twenty years, was seriously injured while surveying a neighborhood for witnesses to a car accident. Why, because some crazy mistook him for a census taker.
In addition to ability and experience, the field personnel need to have the instincts and reflexes to backup necessary actions. For example, if the thought of taking the life of a dangerous person in a self-defense situation might cause the one to hesitate, then the one should find an alternate assignment or career.
Thought about participating in another’s death; Texas Drifter watched both his parents die; has watched friends die; seen team members die; seen people on other side die; and seen those not involved die, called collateral damages by most.
Two axioms: death is always permanent plus watching others die should never be pleasant experience. Perhaps most memorable is when “life force” leaves and dying become like limp towel called “dead weight” by others. Bottom line, Texas Drifter is not being flippant; in self defense scenarios, better (blank) than (blank). Reader can use their own words to fill in blanks.
Question, what is difference between insane serial killer with ax, and fascist serial killers like public bureaucrats murdering millions with government regulations like Obama Care? Reader can explain answer in less than five words.
Question – occasionally good sources of information for tips, clues, leads, or evidence is to find “Judas” motivated by greed, fear, anger, or revenge. TRUE or FALSE
Reader offended by having do business with a Judas; perhaps reader should recall purpose of collecting information for justice for America’s domestic war crimes.
This writing exercise represents temporary break in Citizen Investigation series until further notice. Hopefully writing series has provided reader with enough basics to consider objective. Recall, one above answer, provide patriots alternative to justified or not hate motivated revenge; in return for punishment for guilty with due process justice for casualties of Obama’s and Obama’s Republicans’ unconstitutional seemingly fascist crimes.
Bonus question, generally most mundane yet most productive citizen investigation process for tips, clues, or leads for evidence involves researching “paper trails” and or internet sources. TRUE not FALSE
