Inevitable Scenario: estimated million plus Mexican refugees crossing America’s Southern border to escape drug cartel wars which evolve into Mexico’s pending civil war.
This security report can first be traced back to mid 1990’s ICM (investigation company manger) strategy training notes which have been republished in several different training manuals. One reference, SPY AS A VERB: Art and Ethics of Surveillance section *023*:

3. Warn team members to be aware of increased erratic behavior by public agencies, news media, looters, rioters, border bandits, smugglers, refugee mobs, paranoid property owners; plus diseases, and unsanitary working conditions; and
4. Arrange for additional security to backup or evacuate team members if necessary.

Back to this writing exercise, latest historical example of security operations along South Texas Border was when federal troops were sent to patrol America’s Southern Border after Japanese attack on Pearl Harbor December 1941. Reports are it took “three days” for military to gain control of border. Difference then and today, they did not have to deal with one half million to million plus illegal refugees interspersed among million plus combined legal and illegal residents already living in Rio Grande Valley.
Another issue making border security more difficult today is that statistics show that an estimated forty percent of American prison populations are composed of illegal immigrants, which suggest that out of million plus illegal immigrants and refuges, there could be considerable number of refugees prone to crimes and random violence (remember Cuban boat lift).
Violent evolution in Rio Grande Valley if refugees are allowed uncontrolled access into Rio Grande Valley, Texas; will start with border cities like Brownsville, Progresso, Hidalgo, and Rio Grande City. This anarchy type violence will then spread to border metropolitan areas like McAllen, Edinburg, Mission, Harlingen, and “Colonias” (existing Little Mexico communities) around both border cities and border metropolitan areas. Violence will eventually spread to small rural towns and rural residences.
Restoring order will be followed in sequence violence started based on four sections based on East-West dividing lines with north-south boundaries dividing sections into smaller management areas.

1. Rio Grande River boundary north to Military Highway;
2. Military Highway north to “Brownsville To Mission to Expressway”;
3. “Brownsville To Mission Expressway” north to “Port Mansfield to San Manuel Road”;
4. “Port Mansfield to San Manuel Road” north across monte ranches
Primary South Texas Border assets that MUST be protected:
1. electrical services, public water supply, communications systems
2. hospitals
3. public safety buildings like fire, emergency medical transport, and law enforcement

America’s Southern Border (perimeter) security requires:
a. Finish fence with no gaps, a national security necessity despite what some America last federal judges rule,
b. Deploy adequate number of armed drones patrolling border to provide “instant reaction” backup for American boots on ground and American patrol boats working Rio Grande River,
c. Mirror image of SWAT philosophy, more boots on ground than just enough to get by,
d. Instant on demand capabilities to secure or “close” all international bridges by shutting gates and remotely simultaneously laying razor type wire from gate to center of river boundary. This security tactic is less hash than asking American personnel to deploy lethal weapons’ fire into refugees trying to force their way on bridge into United States fleeing violence from Mexican civil war anarchy. Alternative plan is deploying missiles to drop unsecured bridges into Rio Grande.
Cost of implementing above objectives will seem mere pittance compared to numbers of American lives lost and economic losses and damages if even half million refugees are allowed to flee onto American soil.
Some more than hardships if assets are not protected:
Losing electricity which facilitates night time terrorism by marauding gangs and home invaders; no street lights or traffic lights more traffic congesting accidents; no checks cashed, no debit cards used, no credit cards used translates into no cash, no gas, no food, no medicines, no batteries and so on; no computers. No e-mails, no cell phones, no ways to charge cell phone batteries: no how are you doing calls, no help me calls, and no text messages – could go on, sometimes pilgrims can only learn things they experience.
Random violence scenarios:
- Random roving gangs, more organized home invaders, crazies, and paranoid psychos; some conditions bring out worst in good people and really worst in bad people;
- Scenarios could last three to eight days depending on how log takes state and federal personnel to re establish civil order and domestic tranquility by imposing martial law not Marshall’s Law;
- Re establishing law and order will start with taking control of border perimeter, Rio Grande River in South Texas, then working way through border cities to metropolitan border areas, to rural towns, and finally rural residents;
- One of highest dollar assets and easiest to defend is South Padre Island;
- Hardest areas to re establish control will be Brownsville and its surrounding “colonias” as well as colonias through out Rio Grande Valley. Separating legal for illegal Hispanics is going to be “door to door” type deportation searches.
Side note about refugee camps established during porous border bloody finale, primary goal is to return refugees to Mexico as soon as possible so they can start rebuilding their Mexico and not be threatening America. These refugee camps must be temporary, repeat temporary; despite efforts of America last interest groups and Democrat activist hell with America’s constitution federal and state judges.
Legal arguments need to be refined that some national security issues are beyond scope of Democrat activist hell with America’s Constitution federal judges. Not returning refugees to Mexico as soon as possible; end result will be something similar to “Gaza Strip” on American soil in South Texas - totally unacceptable end product.

2. Client security transportation;
3. Client rescue operations;
4. Private / Public intelligence.
Readers can scoff if like, existing on site local, state, federal law enforcement personnel can not and will not be able to manage anarchy created by possibly million “overnight” refugees and criminals impacting Rio Grande Valley, Texas or other border communities during porous border bloody finale.
Two options:
1. Ignore Texas Drifter security report and suffer estimated eight days of hellish violence on American soil. American human casualties could exceed hundred thousand victims; property damage losses could be in tens of billions of dollars, and economic losses to re-establish local economies could be in hundreds of billions of dollars and take a generation to return Rio Grande Valley, Texas to “normal”;

can reduce American citizens and American legal residents’ casualties and economic costs and damages to minimum amounts compared to first option.
