Mr. BORNYN introduced the following bill; which was read twice and referred to the Committee on Foreign Relations
A BILL
To authorize the President to negotiate the creation of a North American Investment Fund to promote economic and infrastructure integration among Canada, Mexico, and the United States, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `North American Investment Fund Act'.
SEC. 2. AUTHORITY FOR A NORTH AMERICAN INVESTMENT FUND.
The President is authorized to negotiate with the Governments of Canada and Mexico to create a North American Investment Fund, as described in this Act (hereinafter referred to as the `Fund'), by--
SEC. 3. PURPOSES.
The purposes of the Fund shall be--
(1) to promote economic and infrastructure integration among Canada, Mexico, and the United States;
(2) to promote education and economic development in Mexico; and
(3) to reduce the wealth gap between Mexico and Canada, and between Mexico and the United States.
SEC. 4. PROJECTS FUNDED.
(a) IN GENERAL- The Fund shall make grants for projects to carry out the purposes described in section 3, including projects--
(1) to construct roads in Mexico to facilitate trade
SEC. 5. CONTRIBUTIONS TO THE FUND.
(a) IN GENERAL- The terms of the agreement establishing the Fund shall, subject to the limitation in subsection (b), require the Governments of Canada, Mexico, and the United States to contribute to the Fund.
Prosecutor: Article III Section3 of the Unites States Constitution declares: Treason against the United States shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted or treason unless on the testimony of two witnesses to the same overt act or on confession in open court.

Prosecutor: You are correct Judge. The defendant’s words are witnesses to the specific act of attempting to replace the United States of America with a new political system known as “North American Community”.

American Community Approach to Security
June 9, 2005
(Edited) Testimony before a hearing of the Subcommittee on the Western
Hemisphere U.S. Senate Foreign Relations Committee. By vice President
and director of the Center for North American Studies.
As we approach the fourth anniversary of 9/11, it is time for us to step back from our trauma and the border and examine the problem in a broader context. The best way to assure security is not at our borders with Canada and Mexico and not by defining “security” in conventional and narrow terms. We need to think about these issues in the context of a continent that is integrating economically and socially at a rapid rate
What we need to do now is forge a North American Community, based on the premise that each member benefits from its neighbor’s success and is diminished by its problems.
In my statement, I will comment first on the emergence of North America, the next decade’s agenda, and the response by the three governments. Next, I will describe some of the recommendations of the Council Task Force Report and focus on the travel initiative and the security and border issues.
The U.S. Congress should also merge the U.S.-Mexican and U.S.-Canadian inter-parliamentary groups into a single “North American Parliamentary Group.” A third institution should be a “Permanent Tribunal on Trade and Investment.” A permanent court would permit the accumulation of precedent and lay the groundwork for North American business law.
North American governments can learn from the EU’s efforts to establish EU Educational and Research Centers in the United States. Centers for North American Studies in the United States, Canada, and Mexico would help people in all three countries to understand the problems and the potential of an integrated North America— and to think of themselves as North Americans. Scholarships should encourage North American students to study in each other’s country. Until a new consciousness of North America’s promise takes root, many of these proposals will remain impractical.
Perimeter: Instead of creating new obstacles at the border, we should find ways to ease traffic and harmonize safety and transportation obtain a Border Pass, which would be accepted at all border points within North America as a complement to passports.
The U.S., Mexican, and Canadian governments remain zealous defenders of an outdated conception of sovereignty even though their citizens are ready for a new approach. Each nation’s leadership has stressed differences rather than common interests. North America needs leaders who can articulate and pursue a broader vision.
I hope this Committee will pursue the North American agenda beyond the travel initiative considered here. These should be reviewed together with Senator Richard Lugar’s far-sighted bill for a “North American Cooperative Security Act” and Senator Bornyn’s “North American Investment Fund.” The time has come for us to define a true North American Community. Prosecutor: Mr. President, did you make the following statements in your Farwell Address. The basis of our political system is the right of the people to make and to alter their constitutions of government. But the Constitution which at any time exists, till changed by an explicit and authentic act of the whole people, is sacredly obligatory upon all.
Did you also state in your Farwell Address: It is our true policy to steer clear of permanent alliances with any portion of the foreign world. There can be no greater error than to calculate upon real favors from nation to nation. It is an illusion, which experience must cure, which a just pride ought to discard.
George Washington: Yes to both.
Prosecutor to George Washington: Based on your knowledge of original intent of the United Sates Constitution, and your many earthly experiences with international tyrants; would you testify under oath before God himself that Prosecution for Constitution Exhibits One and Two represents words, actions, and associations of a patriot or traitor.
George Washington: Traitor. Traitor.

Prosecutor: How many Americans died in your service during your administration trying to uphold, protect and defend America’s Constitution?
President Lincoln: Including civilian casualties, one million plus one.
Prosecutor: That’s right you also died in service of your sacred oath to uphold, protect, and defend the Constitution and Bill of Rights. How does it make you feel when you see elected officials who took the same oath as you died for, creating and supporting documents like Prosecution for the Constitution Exhibits One and Two?
President Lincoln: Breaks my heart to think that all the suffering and sacrifices during our nation’s Civil War, a war between brothers and neighbors was in vain.
Prosecutor: Mr. Lincoln would you consider the defendant’s words and actions to be helpful or harmful to the Constitution you served through death?
President Lincoln: Beyond harmful.
Defense Attorney: Judge, how many more past away witnesses does the Prosecutor intend to call?
Prosecutor: I am prepared to call every past away soul who died defending America’s Constitution. Probably over four million, as for the exact total, your Honor would know that better than me.
Continuing: As for the lying, probably over fifty million who have suffered because of the defendant’s treasonous policies; again, your Honor would better know the exact number better than me.
Judge To Prosecutor: I warned you about being clever.
Prosecutor: With all due respect your honor, my commitment to total due process for the Constitution is about sincerity not being clever.
Judge: Perhaps the Prosecutor and Defense Attorney can reach an agreement that does not involve calling millions and millions of both living and past away witnesses.
Prosecutor Looking At Defendant Then Defense Attorney: Here is your one and only two choice deal.
One, defendant publicly hangs for treason; eternal damnation for defendant’s soul; and perpetual condemnation for defendant’s reputation; or
Two, defendant will be asked for any last words of contrition before he is publicly hanged for treason; the defendant can save his soul from eternal damnation and his reputation from perpetual condemnation by giving Americans names they can curse, despise, and hate more than his.

This writing exercise was originally entitled Texas Trans Terrorist Corridor. The update resulted from a friend asking me how one can spot less than dishonest public officials. The eventual answer was let heat of truth melt wax away from political cannibals.
Case study for this writing exercise is Texas Governor Rick Perry a politician last elected in a equally strong three candidate election.
One of Perry’s first shameful solutions was supporting Mexico’s theft of millions of acre feet of water from South Texas agricultural border communities. Some feel the Governor in 2002 tolerated economic terrorism against America’s ranching and farming community by not supporting policies forcing Mexico to return water stolen from United States.
Perry’s disloyalty to South Texas citizens cost Americans estimated two billion dollars and thirty thousand jobs. These cold statistics do not include unknown number of farmers and ranchers losing their farms, ranches, and homes.
There always comes a time in life when choice is, stand for what is right, like opposing construction of Texas Trans Terrorist Corridor impervious of consequences or walk away.
On side supporting construction of Texas Trans Terrorist Corridor: President Bush II, Senator Hutchison, Senator Cornyn, Texas Governor Perry along with Texas’s Lt. Governor, other Texas officials include Speaker of the House, Attorney General, General Land Office, Republican moneylenders, American International Corporate Socialists (AICS), pro NAFTA Groups, and especially Texas Department of Transportation.
On the other side, one part time senile farmer’s son, your author conservative John R. Marshall licensed surveillance instructor and other unnamed patriots. In spirit of Col. United States Government is about to allow building world’s largest ground transportation system for Hezbollah’s immerging staging area in Latin America. Route proceeds from Brazil to Monterrey, Mexico through Laredo, Texas to Kansas City to Canada. Having an understanding of Monterrey’s political history will explain why Hezbollah has chosen Monterrey as a logistical area to launch attacks into America.
Why no major terrorist attacks in America since 9-11? While United Stats has been tied down in Iraq and not securing its southern borders or policing domestic premises; foreign terrorists have been quietly preparing for their next attack by establishing sleeper cells on American soil with logistical support supplied by way of Mexico though porous southern border.

Crisis escalates and more Americans choose sides; Middle East terrorists along with radical Hispanics seeking re-conquest of their Mexican homelands will exploit the tensions between Texas landowners and out of control law enforcement.
America’s next uncivil war will not be like America’s first uncivil war where people in blue uniforms lined up in straight lines and shot across open fields at people lined up in gray uniforms.
The weapon of choice in America’s next uncivil war will be deer rifles and hit and run strategies. Politicians need to be reminded that people who can be photographed can be shot by snipers.
A little country logic, since no one has gotten killed yet, it is not too late to delay the inevitable. Consider the following:
1) International corporate interests take their corridor scam to Vermont, those people elect socialists.
2) Texas political prostitutes take their ill-gotten gains better know as bribes and leave Texas.
3) Texas Department of Transportation is reorganized and employees that supported Trans Terrorist Corridor leave Texas.
4) Texas rural property owners go back to farming or ranching and complaining about the weather.
5) I return to looking for work as a ranch scout.
Imagine a future America where Texas politicians and Republican moneylenders are not standing on America’s southern border waving to Middle East and Hispanic terrorists we have made our money, you all come on in.

(Three Texas Officers) + Two =
Conservatives biggest weakness is their greatest strength. Before you the reader presupposes the part time dementia part of this old farmer’s son turned Texas drifter is showing. Withhold your opinion until you realize that conservative patriot’s greatest strength is free will.
Benjamin Franklin chose America’s future over his son and his son’s support for England during America’s War for Independence. Loyalty to common principles sometimes requires comradeship with those who have different free will interpretations of common principles.
Three most recognized military officers during Texas War for Independence were and still are General Houston, Colonel Travis, and Colonel Bowie. What most people do not know is that these three military officers did like each other.
Houston and Travis both publicly stated that they never did like each other. Bowie reportedly told Houston that his strategy to win war was dumbest blanking thing he had ever heard.
Travis and Bowie made a gentleman’s agreement to settle their differences in a duel to death when war was over. Something to ask yourself, why would two men who were willing to kill each other during peace time be willing to die fighting side by side behind crumbling walls of an old church?
Primary distinction between most liberal Democrats and most conservative Republicans is as simple as understanding distinctions between supporting evil out of greed, vanity, or hate; and tolerating misinterpretations of shared principles by free will decisions.
This writing exercise compares people who live by principle and those who live for principal. Houston, Travis, and Bowie all understood that sharing common principles based on free will decisions with people does not mean you have to like or socialize with them.
Contemporary example, I do not partially like Bush II strategies on fighting terrorism, immigration reform, expanding government socialism in name of compassionate welfare, or trade policies which are destroying America’s domestic manufacturing base.
Care less for Bush II collaborating with socialist democrats to nationalize America’s housing, financial, manufacturing industries, and any other unethical business that considers bribing government cost of doing business.
It seems most Republican elected have misrepresented every principle conservatives share in common. Conservatives primary principle, goal, strategy, and tactic defending America’s Constitution from all enemies domestic and foreign,
Time to compare Marxist Democrats and internationalist compromising Republicans to accomplishments of conservative Republicans and Reagan Democrats; populists are not included in comparisons simply because mob rule results in anarchy like that of French Revolution.

Benjamin Franklin chose America’s future over his son and his son’s support for England during America’s War for Independence. Loyalty to common principles sometimes requires comradeship with those who have different free will interpretations of common principles.
Three most recognized military officers during Texas War for Independence were and still are General Houston, Colonel Travis, and Colonel Bowie. What most people do not know is that these three military officers did like each other.
Houston and Travis both publicly stated that they never did like each other. Bowie reportedly told Houston that his strategy to win war was dumbest blanking thing he had ever heard.
Travis and Bowie made a gentleman’s agreement to settle their differences in a duel to death when war was over. Something to ask yourself, why would two men who were willing to kill each other during peace time be willing to die fighting side by side behind crumbling walls of an old church?
Primary distinction between most liberal Democrats and most conservative Republicans is as simple as understanding distinctions between supporting evil out of greed, vanity, or hate; and tolerating misinterpretations of shared principles by free will decisions.

Conservatives Guide To Freedom Fighters
Most ignored fact by American citizens is that words have different meaning to different people. Not all conservatives are conservatives; reference “Guide To American Political Cannibalism”.
There are two types of freedom fighters, those fighting for freedom and those fighting for tyranny. Examples of those fighting for tyranny includes Marxists, imperialists like Japan during World War II, and ideological butchers like Islamic fascists.
American history is best and only definitive history of freedom fighters. Who but a member of American last crowd cold suggest that following events were managed by Freedom fighters?
Could have added more but, following should suffice for this writing exercise: America’s War for Independence, War with Barbary Pirates, War with Britain 1812, Texas War for Independence, and War against Mexico’s imperialism 1845.
Even both sides in America’s Civil War were fought by freedom fighters, despite historical propaganda; Blacks were about only group fighting against slavery. Central issue of Civil War was whether states could voluntarily secede from Union. Northern troops said no, while Southern rebels fought for ultimate states rights issue.
Some including this author would suggest that Indian wars were fought to fulfill a “manifest destiny”. War with Spain was to allow America freedom to become an international power.
Moving on through twentieth century: World War I, World War II, Cold War (including North Korea and Vietnam) were all fought to preserve freedom, Grenada, Iraq War I was fought to defend energy which did and still does fuel freedom’s marketplace.
America is currently involved in one declared and two undeclared wars for freedom: War declared against Islamic Fascism, Undeclared wars against Internationalist Economic Imperialism (issue one world labor force through illegal immigration), and Militaristic Imperialism by countries like China, Russia, Cuba, Venezuela, and other third world countries.
Moving on too players in America’s current three front war, starting with identifying two sides. There are good guys and bad guys, since this is my writing exercise, I have luxury of identifying my self and traditional conservative patriots as good guys and political cannibals as bad guys (reference again Guide to American political Cannibalism).
Other players on both sides include following six types:
1) scouts, spies and traitors (difference between spies and traitors – spies are professional intelligence agents serving their home team while traitors gather intelligence for betraying their home team)
2) allies, collaborators, and sympathizers (examples - collaborators can be moderate Republicans who reach out to socialist Democrats while sympathizers can be “conservative” talk show hosts who give socialist democrats “benefit of doubt”)
3) professionals/hired guns
4) black market merchants, and criminals
5) pilgrims uniformed “compassionate feel good do gooders” and civillians who just not want to get involved
6) analysis of military institutions will be left to those more qualified than your author whose background is specifically in intelligence gathering
For instance, a covert operation to gather intelligence, sabotage, kidnap, or other objective is concerned with some of following: scout, stalk, “catch off guard”, discreetly leave, and return to base.
There are three types of political tactics:
I) Nonviolent - voting for most or least qualified candidate, seeking office through election or appointment, lobbying, trades, demonstrations, strikes, civil disobedience, bribery, black mail, coup d'etat and other methods.
II) Violent - sabotage (selective or general); defensive execution (different than assassination); war (conventional, nuclear, biological, or chemical); coup d'etat; and other methods.
Note: terrorism is not included as a viable tactic since goal of viable tactics is potential accomplishment of intended results.
However, an "ambush" is use of violence against players or collaborators. Ambush which is better known as a surprise attack can be a viable hit and run tactic. Historically terrorism has never achieved success against professionals, and should never be considered a viable tactic.
Terrorism can be defined as threat of or use of non-defensive violence against civilians, bystanders, or the non-involved.
There are two types terrorism: private sector and public sector (domestic and foreign).Goal of public sector terrorism is manipulation of majority or minority portions of population. Public sector motives for terrorism include: 1) greed for taxpayer dollars for career advancements; 2) lust for power to control citizens by reducing or eliminating constitutional rights; or 3) revenge which makes examples of citizens wanting freedom or justice. Some examples of public sector terrorism include: Sherman's March through Georgia, Wounded Knee, Ruby Ridge, Waco Massacre, countless on site executions, and numerous malicious/corrupt prosecutions.
Citizens should never forget that odds are fifty-fifty that any domestic terrorism could have been carried out by public sector bureaucrats pretending to be dissidents. Two motives for civil servants to frame bad guys include: 1) additional justification to pass legislation which gives government more power at expense of constitutional liberties and 2) more power translates into better job benefits and more career advancement opportunities for public sector bureaucrats.
Private sector terrorist objectives include:
1) retaliation or revenge against government terrorism; and
2) self defense from government terrorism; or over reaction to government abuses.
Ultimate source of terrorism is general population who tolerates government abuses of power. It needs to be understood that private sector terrorism is a response to real or perceived injustices caused by public sector actions against private citizens. An example involves parents who did not see provocation by child one, and punish child two for retaliating.
III) Nonparticipation - different than apathy; this tactic was first formalized by the Radical Civil Union in Argentina during the latter part of nineteenth century.
Nonparticipation may be resorted to when peaceful tactics do not achieve partial success and conditions do not warrant the use of violence. This approach may also be used to provide citizen time to acquire appropriate or additional resources for alternate responses.
A key factor in nonparticipation or partial nonparticipation is mass education. Community should be aware that group which has chosen not to support "lesser of two evils" is still politically conscious. In some scenarios, voters are accomplices to tyranny or mob rule. Some include 2008 elections.
This tactic allows the system sufficient time to stagnate from oppression or mismanagement; while providing activist with more material for propaganda.
The Radical Civic Union failed to achieve their long term goals even though their nonparticipation tactic served its purpose. By failing to remain publicly politically active, Radical Civic Union was not in a position to capitalize on initial success.
Nonparticipation extends beyond not voting and does not include being politically dormant. This tactic includes not working for or volunteering to help offending political system. At the same time, citizen should maintain political skills by working only for private nonprofit type organizations.
An element as important as being able to identify players for successful freedom fighters, knowing real world rules for success.
All personnel, weapons and tools are only as efficient as system using them. Bio-mechanical applications of weapons are consistent regardless of target. Types of weapons include: non-lethal and lethal.
All creatures have unique survival skills: for example camouflage stealth, speed, strength, or high reproductive rates. Consciousness resulting form knowledge, experience, and training can eliminate many of negative influences on human decision making processes. Some distractions include: confusion, anger, fear, or disorientation caused by physical/mental exhaustion or panic.
Natural condition or predisposition for a species known as humanity is political competition for social power driven by instinctive, emotional, and life experiences. Temporary or constant stimuli (neutral, favorable, or unfavorable) influences man's emotional state: contentment/apathy; pleasure/happiness; pain/unhappiness; fear/panic; frustration/anger; or curiosity. These have often been described as “terrible twos”.
These emotional states often dominate type of behavior response:
1. autonomous;
2. reflex;
3. innate/instinct;
4. imprinted/conditioned/learned;
5. reasoned and
6. creative/dreams/extended vision.
Injury, age, chemical imbalances, inadequate conditioning or learning can produce fluid personalities which fluctuate between left and right brain dominated personalities. Personality fluidity can also produce dysfunctional behavior which is caused by inappropriate impulse gratification.
Behavior in a neutral environment is amoral, and whether or not response is adequate or inadequate (functional or dysfunctional) depends on effect on stimuli.
There will always be ruling elite who manages social system at convenience or inconvenience of majority. Brutal reality indicates that puppet masters always have, and probably always will manage political systems. Only exception being Heaven’s inspired through America’s Founding Fathers, America’s checks and balances constitutional republic with Bill of Rights.
Power is to social sciences what energy is to physical sciences. Social power is having means to achieve a particular social goal. Might, may or may not make "right," but always determines how conditions will be.
Sufficient social power with appropriate timing controls. This can be expressed in following manner:

Quantity equals numerical strength

Timing may be affected by uncontrollable variable chance.
Power as behavior is amoral in a neutral or Ten Commandments or bill of Rights free environment. Political animals generally do what they perceive to be in their best interest; security not ideology is often ultimate goal.
There are four phases in a political operation: developing plan or goal; choosing strategy; executing strategy tactics; and preparation for opponents' reaction.
Resources and using them (logistics) are necessary conditions. This is obtained by comparing sides and situations:
Blue Client: SP= Q1 + Q2 over T
Green Client: SP = Q1 + Q2 over T
Adjustment options include: advantage of reaction; disadvantage of reaction; advantage of no reaction; and disadvantage of no reaction.
Any evaluation should include following: define problem; cause of problem; impact of problem; solution to problem; and results of solution.
Field encounters will always be at least a little different. Options are evaluated by cost to benefit ratios. Care should be taken to avoid: "it worked then" solutions; "insignificant details" (neglected details become exploitable weaknesses); social myths; over extended or estimated capabilities; and or not utilizing all opportunities.
Exploited mistakes or poor timing causes defeats not strengths, patience is crucial for there may be no second chances in conflict. Chances are, if they're not looking for you, they won't find you. Another technique of good security is being long gone before bad guys arrive or show up.
Artificial consciousness processes (ACP), subject for another writing exercise, may eventually supplement or eventually replace mental discipline, idealism, mysticism, or emotionalism in determining appropriate goals, strategy, tactics, or responses in social power encounters.

For instance, a covert operation to gather intelligence, sabotage, kidnap, or other objective is concerned with some of following: scout, stalk, “catch off guard”, discreetly leave, and return to base.
There are three types of political tactics:
I) Nonviolent - voting for most or least qualified candidate, seeking office through election or appointment, lobbying, trades, demonstrations, strikes, civil disobedience, bribery, black mail, coup d'etat and other methods.
II) Violent - sabotage (selective or general); defensive execution (different than assassination); war (conventional, nuclear, biological, or chemical); coup d'etat; and other methods.
Note: terrorism is not included as a viable tactic since goal of viable tactics is potential accomplishment of intended results.
However, an "ambush" is use of violence against players or collaborators. Ambush which is better known as a surprise attack can be a viable hit and run tactic. Historically terrorism has never achieved success against professionals, and should never be considered a viable tactic.
Terrorism can be defined as threat of or use of non-defensive violence against civilians, bystanders, or the non-involved.
There are two types terrorism: private sector and public sector (domestic and foreign).Goal of public sector terrorism is manipulation of majority or minority portions of population. Public sector motives for terrorism include: 1) greed for taxpayer dollars for career advancements; 2) lust for power to control citizens by reducing or eliminating constitutional rights; or 3) revenge which makes examples of citizens wanting freedom or justice. Some examples of public sector terrorism include: Sherman's March through Georgia, Wounded Knee, Ruby Ridge, Waco Massacre, countless on site executions, and numerous malicious/corrupt prosecutions.
Citizens should never forget that odds are fifty-fifty that any domestic terrorism could have been carried out by public sector bureaucrats pretending to be dissidents. Two motives for civil servants to frame bad guys include: 1) additional justification to pass legislation which gives government more power at expense of constitutional liberties and 2) more power translates into better job benefits and more career advancement opportunities for public sector bureaucrats.
Private sector terrorist objectives include:
1) retaliation or revenge against government terrorism; and
2) self defense from government terrorism; or over reaction to government abuses.
Ultimate source of terrorism is general population who tolerates government abuses of power. It needs to be understood that private sector terrorism is a response to real or perceived injustices caused by public sector actions against private citizens. An example involves parents who did not see provocation by child one, and punish child two for retaliating.
III) Nonparticipation - different than apathy; this tactic was first formalized by the Radical Civil Union in Argentina during the latter part of nineteenth century.
Nonparticipation may be resorted to when peaceful tactics do not achieve partial success and conditions do not warrant the use of violence. This approach may also be used to provide citizen time to acquire appropriate or additional resources for alternate responses.
A key factor in nonparticipation or partial nonparticipation is mass education. Community should be aware that group which has chosen not to support "lesser of two evils" is still politically conscious. In some scenarios, voters are accomplices to tyranny or mob rule. Some include 2008 elections.
This tactic allows the system sufficient time to stagnate from oppression or mismanagement; while providing activist with more material for propaganda.
The Radical Civic Union failed to achieve their long term goals even though their nonparticipation tactic served its purpose. By failing to remain publicly politically active, Radical Civic Union was not in a position to capitalize on initial success.
Nonparticipation extends beyond not voting and does not include being politically dormant. This tactic includes not working for or volunteering to help offending political system. At the same time, citizen should maintain political skills by working only for private nonprofit type organizations.
An element as important as being able to identify players for successful freedom fighters, knowing real world rules for success.
All personnel, weapons and tools are only as efficient as system using them. Bio-mechanical applications of weapons are consistent regardless of target. Types of weapons include: non-lethal and lethal.
All creatures have unique survival skills: for example camouflage stealth, speed, strength, or high reproductive rates. Consciousness resulting form knowledge, experience, and training can eliminate many of negative influences on human decision making processes. Some distractions include: confusion, anger, fear, or disorientation caused by physical/mental exhaustion or panic.
Natural condition or predisposition for a species known as humanity is political competition for social power driven by instinctive, emotional, and life experiences. Temporary or constant stimuli (neutral, favorable, or unfavorable) influences man's emotional state: contentment/apathy; pleasure/happiness; pain/unhappiness; fear/panic; frustration/anger; or curiosity. These have often been described as “terrible twos”.
These emotional states often dominate type of behavior response:
1. autonomous;
2. reflex;
3. innate/instinct;
4. imprinted/conditioned/learned;
5. reasoned and
6. creative/dreams/extended vision.
Injury, age, chemical imbalances, inadequate conditioning or learning can produce fluid personalities which fluctuate between left and right brain dominated personalities. Personality fluidity can also produce dysfunctional behavior which is caused by inappropriate impulse gratification.
Behavior in a neutral environment is amoral, and whether or not response is adequate or inadequate (functional or dysfunctional) depends on effect on stimuli.
There will always be ruling elite who manages social system at convenience or inconvenience of majority. Brutal reality indicates that puppet masters always have, and probably always will manage political systems. Only exception being Heaven’s inspired through America’s Founding Fathers, America’s checks and balances constitutional republic with Bill of Rights.
Power is to social sciences what energy is to physical sciences. Social power is having means to achieve a particular social goal. Might, may or may not make "right," but always determines how conditions will be.
Sufficient social power with appropriate timing controls. This can be expressed in following manner:
SP = Q1 + Q2 over T
Social Power equals Force [Quantity (Q1) plus Quality(Q2)] over Timing.
Quantity equals numerical strength
Quality equals
1) physical force, and or
2) psychological force:
threat
tact
personality/reputation
obligation/debt
mutual agreements
laws/rules
tradition
ideology
knowledge
deceit
negotiation/compromise
Timing may be affected by uncontrollable variable chance.
Power as behavior is amoral in a neutral or Ten Commandments or bill of Rights free environment. Political animals generally do what they perceive to be in their best interest; security not ideology is often ultimate goal.
There are four phases in a political operation: developing plan or goal; choosing strategy; executing strategy tactics; and preparation for opponents' reaction.
Resources and using them (logistics) are necessary conditions. This is obtained by comparing sides and situations:
Blue Client: SP= Q1 + Q2 over T
Green Client: SP = Q1 + Q2 over T
Adjustment options include: advantage of reaction; disadvantage of reaction; advantage of no reaction; and disadvantage of no reaction.
Any evaluation should include following: define problem; cause of problem; impact of problem; solution to problem; and results of solution.
Field encounters will always be at least a little different. Options are evaluated by cost to benefit ratios. Care should be taken to avoid: "it worked then" solutions; "insignificant details" (neglected details become exploitable weaknesses); social myths; over extended or estimated capabilities; and or not utilizing all opportunities.
Exploited mistakes or poor timing causes defeats not strengths, patience is crucial for there may be no second chances in conflict. Chances are, if they're not looking for you, they won't find you. Another technique of good security is being long gone before bad guys arrive or show up.
Artificial consciousness processes (ACP), subject for another writing exercise, may eventually supplement or eventually replace mental discipline, idealism, mysticism, or emotionalism in determining appropriate goals, strategy, tactics, or responses in social power encounters.

Recall words can have different meanings; conservatives in name only are no different than freedom fighters fighting for tyranny. President Washington warned about trusting political pretenders, a trait describing many Republican politicians, advocates, and socialites.
Conserving America’s values, traditions, and constitutional republic depends on conservative actions based on conservative principles; not parroted words motivated only for votes, principal, or social status. Could not First Amendment to peaceably assemble, also extend to not assembling with counterfeit conservative Republicans unworthy of trust? Could answer extend to those who collaborate and sympathize with counterfeit conservative Republicans?
